php-webmozart-assert failed to build from source in Fedora rawhide

Please fix php-webmozart-assert at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
php-webmozart-assert will be orphaned. Before branching of Fedora 30,
php-webmozart-assert will be retired, if it still fails to build.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.

Issue is raise as this package is in PHPUnit dependency

PHPUnit => prophecy => docblock => assert


Need to fix the autoloader to avoid duplicated definition

But this require a bootstrap build (without test) to ensure fixed autoloader is installed in the root directory
