perl-DBIx-QueryLog-0.41-10.fc29 fails to build in F29 because tests fail like this:

pg_ctl version earlier than 9 at /usr/share/perl5/vendor_perl/Test/PostgreSQL.pm line 165.

Could not execute (/usr/bin/perl t/00_compile.t): open3: exec of /usr/bin/perl t/00_compile.t failed: Argument list too long at /usr/share/perl5/vendor_perl/TAP/Parser/Iterator/Process.pm line 165.

First failure was noticed with this build root change <https://apps.fedoraproject.org/koschei/build/5043073>, but then a build passed and then all of them are failing with the same error message.

This is triggered by upgrading perl-Test-mysqld from 1.0000-3.fc29 to perl-Test-mysqld-1.0012-1.fc29.
