Previously, creating a volume from an image failed when the the value of 'initiator_target_map' in the FC target data returned by VNX was none, resulting in OS-Brick preventing attachments. With this update, attachments on VNX FC that do not have an initiator target map are successful.

Move OtherQA since this bug is VNX driver issue that was fixed and we do not have the relevant hardware to verify it. 
close loop - This verification can not be automate by QE since it's VNX driver related issue and we do not have the relevant hardware to verify it.

Adding update per close loop, this is covered/automated but not on a VNX backend.
