It seems the package is broken on s390x.

I reproduced it on s390x, but not on x86_64. It's blocking rebuild of urh.

It's blocking rebuild of gnuradio.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.

It seems the problem is gone in both f29 and f30 (probably due to the rebuilt of numpy binding), thus closing.
