Description of problem:

The latest update will only offer to save changed files, and when tehre are none, simply exits.  This is a change from prior behavior, where each open file, in turn was offered to be saved, even if not changed

joe-4.6-4.el7.x86_64

How reproducible:

1. Open three files
2. Change none
3. type: ^K s
   (that is save the current file)
4. The program simply exists, rather than doing a 'useless' save for any of the files

for the prior behavior to continue -- there is nothing mentioned in teh Changelog about this
