As far as I can see, the bug is a regression that was introduced in RHEL 7.5. The bug reporter even mentions explicitly that RHEL 7.4 is unaffected, so did someone actually test whether this z-stream is needed at all?

On latest RHEL 7.4 I did not manage to reproduce the bug. After setting some screen resolution in /etc/X11/xorg.conf and restarting GUI, the resolution is being set, so xorg.conf is not overriden by mutter.

The bug reproducer on RHEL 7.5 was to set some monitors layout in xorg.conf and restart GUI, as mentioned in [1]. I reproduced it on 7.5 with that process, but not here on 7.4 with mutter-3.22.3-14.el7_4.x86_64. The bug does not occur on 7.4.
