Description of problem:
Trying to update osp14 undercloud from build 2018-09-06.1 to passed_phase2 (currently 2018-10-02.2) fails on restarting xinetd service.
See attached install-undercloud.log

This one is related to a bug in upstream upgrade_tasks for Ironic. It's already fixed there but we need a backport. We'll also preventatively backport a similar xinetd related fix which would show up after we fixed the error we see now.

The patches are merged in master, backports need reviews.

Moving this to ON_QA as fix is in 2018-1-07.02 puddle (if not earlier).
