Steps to Reproduce:
1. Have an ec2 provider
2. Go to Storage -> Block Storage -> Volumes
3. Add New Cloud Volume -> Select ec2 EBS storage manager
4. Select Cloud Volume Type 

Actual results:
No volume types available

Looks like, this is caused by the same reason as https://bugzilla.redhat.com/show_bug.cgi?id=1644310

Verified in 5.10.0.28. There are volume types for EBS storage and I can add a new ebs volume.
