CentOS 7 Image operating system info after running SSA (and before provider refresh)

Description of problem:
After running successful smart state analysis on OpenStack instances or images, CloudForms shows the detailed information it gathered for operating system. However, on the next OpenStack provider refresh, the operating system field will revert to whatever CloudForms can get from the base image.

Version-Release number of selected component (if applicable):
5.9.4.7
(appliances are latest OpenStack appliances for CloudForms 4.6)

How reproducible:
100%

Steps to Reproduce:
1. Run Smart State Analysis on an instance and image in your RHOSP provider
2. Take note of the operating system info that gets populated by SSA
3. Force a refresh of your RHOSP provider
4. Note that the operating system info for that instance and image have reverted to whatever CFME could get from the RHOSP provider (thus wiping out info gathered during SSA)

Actual results:
Operating system info gathered during SSA gets wiped out by info gathered from provider during next refresh

Expected results:
Operating system info gathered during SSA should never get wiped out by info gathered from provider

Additional info:
Screenshots will be attached.
