Description of problem:
RHV is planned to support ODL when it is GA on OSP. Certify ODL via Neutron API with external OSP provider. 
This should use the same OSP OVS ml2 driver that is used for the default OVS support.

Certified with the only exception that the port's state is DOWN after migration, but everything is working as expected and VMs can communicate after migrations.
After a hour~ the port state is UP on neutron.
