Description of problem:
RHV is planned to support ODL when it is GA on OSP. Certify ODL via Neutron API with external OSP provider. 
This should use the same OSP OVS ml2 driver that is used for the default OVS support.

We need to retry in OSP 13 as live migration should work with that version.
