Description of problem:
In OSP14 horizon dashboard the button "help" redirect us to documentation for openstack 13.

How reproducible:
100%

Steps to Reproduce:
1. Install OSP14 from 07-nov-2018 and deploy overcloud.
2. Login to horizon dashboard.
3. Click on "help" button

Actual results:
We redirecting to https://access.redhat.com/documentation/en-us/red_hat_openstack_platform/13/

Expected results:
We have to get actual documentation version (it is 14)

When I go to https://access.redhat.com/documentation/en/red-hat-openstack-platform/ I get redirected to https://access.redhat.com/documentation/en-us/red_hat_openstack_platform/14-beta/

Looks as it was fixed.
Verified on puddle 2018-11-22.2
