Description of problem:

regindexer was switched form Python 3 to Python 2 in https://src.fedoraproject.org/rpms/regindexer/c/eb6c2196986ff7872714de896357d291b226cb99?branch=master

The reason given is "for EPEL". If you want to do something for EPEL, do it in EPEL. Packaging Python 2 packages is forbidden in Fedora, please switch the Fedora package back to Python 3.

Note that Python 2 is deprecated and we are removing packages that depend on it. The linked change goes directly against our efforts.

Rebuilt for Fedora 31 - https://koji.fedoraproject.org/koji/buildinfo?buildID=1347542

Not planning to update Fedora 30 for this, since regindexer is only used in Fedora infrastructure, which is using the el7 build.
