Description of problem:
[RFE] cluster upgrade should send progress notifications to Admin Portal while it runs and when it completes (when it is invoked from the UI)

Version-Release number of selected component (if applicable):
4.3, master

Expected results:

The cluster upgrade dialog runs the cluster upgrade ansible role on a cluster. As the role runs, we should report significant progress events to the Admin Portal user:
1. Cluster upgrade has successfully begun
2. Cluster upgrade has successfully completed
3. TBD: any significant events that can happen (discuss in comments please)

TBD: what if the role is invoked from command line?

@Ondra and Martin, do you have ideas? This is kind of a mostly infra team feature :) I have it on UX now and Scott can lead, but let's see how it progresses. If heavy role work is needed, perhaps Ondra can assist or lead.

This bugzilla is included in oVirt 4.3.2 release, published on March 19th 2019.

Since the problem described in this bug report should be
resolved in oVirt 4.3.2 release, it has been closed with a resolution of CURRENT RELEASE.
