Description of problem:

Customer is  using OpenStack as a storage provider for OpenShift. They are having problems with mismatching AZs as they have 2 nova AZs and only one for Cinder.
They are willing to ignore the AZ parameter when requesting volume from Cinder.

Therefore we Request to add a variable to configure ignore-volume-az in inventory file.

We have a similar BZ https://bugzilla.redhat.com/show_bug.cgi?id=1614291 which is merged but not released yet.


Actual results:
No variable as of now to 

Expected results:
To have a variable ignore-volume-az in inventory file.
