Please fix perl-Cache-FastMmap at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
perl-Cache-FastMmap will be orphaned. Before branching of Fedora 31,
perl-Cache-FastMmap will be retired, if it still fails to build.

Not sure how I could fix the problem.

Simply submit the package for building. No release bump is needed. That was an infrastructure hickup and relengs are poor at catching and retrying network failures.
