Description of problem:
no button to deny a provision request for approval users - there is a button to approve requests but not to deny them

Version-Release number of selected component (if applicable):
5.10.0.3

How reproducible:
customer environment

Steps to Reproduce:
1.copy a user role from admin 
2.assign it to another user
3.create a request that will be made to go into pending approval

Actual results:
when going to the request's details, no button to deny it shows up, only approval.

Expected results:
the button to deny is also shown
