Description of problem:
"dnf download --source" fails to download a source package.

Version-Release number of selected component (if applicable):
dnf-plugins-core-4.0.4-1.fc29

How reproducible:
always

Steps to Reproduce:
1. dnf install dnf-plugins-core
2. Run this download command for any source package, for example "coreutils":

dnf --disablerepo='*' --repofrompath srpms,https://dl.fedoraproject.org/pub/fedora/linux/releases/29/Server/source/tree/ download --source coreutils


Actual results:
DNF output:

  Added srpms repo from https://dl.fedoraproject.org/pub/fedora/linux/releases/29/Server/source/tree/
  Last metadata expiration check: 0:00:06 ago on Fri 08 Mar 2019 03:31:21 PM CST.
  No package coreutils available.
  Exiting due to strict setting.
  Error: No package coreutils available.

Expected results:
dnf downloads the Fedora coreutils SRPM to the current working directory.

Additional info:
I can reproduce this for any repository that only contains SRPMs (eg. the SRPM repositories for ceph.com).

RHEL 8's dnf-plugins-core-4.0.2.2-3.el8 works fine with this exact same command, so maybe there is a regression in Fedora 29.

I believe that the issue is fixed by https://github.com/rpm-software-management/dnf-plugins-core/commit/fe9b836c56da99ea028d67562bc5fa77c9faabcb. Please could you confirm that the issue is solved with the upstream dnf-plugins-core, that is available from our nightly repo (dnf copr enable rpmsoftwaremanagement/dnf-nightly).
