For %posttrans, it is listed that $1 will be 0 for during both installs and upgrades. I have not tested installs yet, but at least for upgrades, the value is 1. Not 0.

Also... this document needs a bunch of editing. Lots of obvious typos and just needs some proofreading. Is there a git repo for this stuff? If so, heck, I would fix it myself.

I'm closing this bug as part of a Bugzilla cleanup effort. The most likely reason is that the bug has been opened either against a component we no longer publish, or against Release Notes for an EOL release.
