Description of problem:
No title text is present on the policy simulation page if you navigate via the steps below

Version-Release number of selected component (if applicable):
5.10.2.0 and 5.9.9.1

How reproducible:
100%

Steps to Reproduce:
1. Add Cloud/Infra provider with at least 1 VM/Instance
1. Go to Compute > Cloud/Infrastructure > Providers
2. Choose some provider, click on it to display its dashboard or summary page
3. Click on VMs
4. Check the checkbox(es) of some VM(s)
5. In the toolbar, choose Policy > Policy Simulation

Actual results:
There is no title on this page.

Expected results:
The title "Instance/Virtual Machine Policy Simulation" should be on this page

Verified in 5.11.0.2.20190430174828_0e34dea

Steps of verification:
1. Add Cloud/Infra provider with at least 1 VM/Instance
2. Go to Compute > Cloud/Infrastructure > Providers
3. Choose some provider, click on it to display its dashboard or summary page
4. Click on VMs
5. Check the checkbox(es) of some VM(s)
