Description of problem:
100% CPU usage during downloading packages, updates or repo metadata.

dnf-4.2.1-1.fc29.noarch

How reproducible:
Always.

Steps to Reproduce:
1. Run dnf update --refresh.
2. Check CPU usage using top/htop.
3.

Actual results:
100% CPU usage.

Expected results:
Normal CPU usage.

Additional info:
Version dnf-4.1.0-1.fc29 works fine.

Confirm. Same problem on Fedora 29 (dnf-4.2.1-1.fc29.noarch).

Same here. 100% load one CPU core.

I can reproduce this bug with 100% probability after running `dnf clean all`.

Fedora 29 x86_64, dnf-4.2.1-1.fc29.
