The problem hese is that IFDOWN_ON_SHUTDOWN is just an extension of the old code that did not turn off network on machines with rootfs on networking filesystems. And that piece is there since rhel5

And that is something I don't want to change. But maybe I am just too sentimental and too paranoid that someone actually depends on that behavior.
