The minipro utility was updated in Fedora to version 0.2 (20181017git57b293d) just a couple of weeks ago. In the meantime, version 0.3 has been made available, most importantly adding support for the newer XGecu TL866II Plus programmer. Please update the Fedora package to the latest revision.

I was able to package v0.3 locally without any issue. My changes can be found here and may serve you as a template for the update:

It might be a good idea to update the qtl866 application at the same time. It seems to be unmaintained nowadays, but still works as expected. Again, my personal changes to the SPEC file to package the latest git revision can be found here:

Yeah, confirming that minipro that's currently available on Fedora 30 does not support TL866II Plus.
