The minipro utility was updated in Fedora to version 0.2 (20181017git57b293d) just a couple of weeks ago. In the meantime, version 0.3 has been made available, most importantly adding support for the newer XGecu TL866II Plus programmer. Please update the Fedora package to the latest revision. I was able to package v0.3 locally without any issue. It seems to be unmaintained nowadays, but still works as expected. Yeah, confirming that minipro that's currently available on Fedora 30 does not support TL866II Plus. The upstream has moved here: https://gitlab.com/DavidGriffith/minipro
