The packageRepositioryVersions of catalogsourceconfig is different from the version of clusterserviceversion

Steps to Reproduce:
1. Install federationv2 controller manager by web console.
2. Check the version info in catalogsourceconfig
$ oc get csc federation-system -n openshift-marketplace -ojson|jq .status.packageRepositioryVersions
{
  "federation": "0.0.3"
}
3. Check the version of clusterserviceversion
$ oc get csv -n federation-system
NAME                DISPLAY      VERSION   REPLACES   PHASE
federation.v0.0.7   Federation   0.0.7                Succeeded

Actual results:
One version is 0.0.3 and one version is 0.0.7

Expected results:
All versions are the same.

I will need to dig into this one to understand what expectations should be in this area.

Is this bug still relevant? We have a new operator now - can we validate what happens with the new operator?
