This bug was initially created as a copy of Bug #1625244

Description of problem:

The placement project is currently being extracted from the Nova codebase and will need to be packaged, initially deployed or upgraded to and configured separately in 16 / T.

This bug is to track the upgrade procedure from 15->16 and 13->16 for extracted placement service.
