The Placement service has been extracted from the Compute (nova) service. It is now deployed and managed by the director, and runs as an additional container on the undercloud and on overcloud controller nodes.

Description of problem:

The placement project is currently being extracted from the Nova codebase and will need to be packaged, initially deployed or upgraded to and configured separately in 15 / S.
