For a veriety of use-cases for example in Knative Builds and OpenShift Pipelines, there is a need for a slim buildah image to be used for dockerfile builds. This image should be based UBI images so that it can be used in respective upstream communities.

The pipeline team is currently building their own due to lack of a standard buildah image:

Copying Josh, Nalin and Dan. I am going to create an epic brief for this. OpenShift needs a "general purpose" Buildah container image. I have also heard this from customers. I think as we release RHEL 8 OCP 4, and UBI, this will be a hot request...

Tom is working on this now, and it is prepared for Fedora.  I have some changes I would like to make to his example, and then we could get one built for RHEL8.
