This bug was initially created as a copy of Bug #1700046

This is still happening even after fix was deployed.  1/2 E2E runs fail due to this (primary failure mode).

^ all of the "waterfall" flakes there show Unauthorized at least once

Needs triage to a root cause, this is one of the "top failures" that impacts CI runs and general merge across the product.
