Description of problem:

With gegl package present in the installation an update of a rawhide stumbles like this:

 Problem: cannot install both OpenEXR-libs-2.3.0-1.fc31.x86_64 and OpenEXR-libs-2.2.0-16.fc30.x86_64
  - package gegl-0.2.0-39.fc29.x86_64 requires libIlmImf-2_2.so.22()(64bit), but none of the providers can be installed
  - cannot install the best update candidate for package OpenEXR-libs-2.2.0-16.fc30.x86_64
  - problem with installed package gegl-0.2.0-39.fc29.x86_64

With gegl out of the way 28 various packages gets updates (this includs various OpenEXR, ImageMagick, gimp and gegl04 packages).  As gegl04 looks like a replacement for gegl why it does not supply relevang obsoletes/provides to make sure that gegl is indeed gone?

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to '31'.

Bug 1751416 was about gegl03, not gegl, but I suppose it's still the same idea.
