Trying to upgrade with gegl03 installed fails because it's retired. Since the retirement message says it was obsoleted by gegl04, gegl04 should actually Obsolete it.


Version-Release number of selected component (if applicable):
gegl04-0.4.16-2.fc31


Steps to Reproduce:
1. Install gegl03 on Fedora 30
2. Run sudo dnf --releasever=31 --setopt=module_platform_id=platform:f31 --enablerepo=updates-testing distro-sync


Actual results:
 Problem 2: package gegl03-0.3.30-5.fc30.x86_64 requires libIlmImf-2_2.so.22()(64bit), but none of the providers can be installed
  - OpenEXR-libs-2.2.0-16.fc30.x86_64 does not belong to a distupgrade repository
  - problem with installed package gegl03-0.3.30-5.fc30.x86_64


Expected results:
No problems upgrading.
