Description of problem:
Any package requiring pkgconfig(libpq) will pull one of the SCL and get an unusable environment (libpq.pc is NOT in the path


Steps to Reproduce:
1. repoquery --whatprovides 'pkgconfig(libpq)'

Actual results:
rh-postgresql94-postgresql-devel-0:9.4.14-2.el7.x86_64
rh-postgresql95-postgresql-devel-0:9.5.14-1.el7.x86_64
rh-postgresql96-postgresql-devel-0:9.6.10-1.el7.x86_64
rh-postgresql10-postgresql-devel-0:10.6-1.el7.x86_64


Expected results:
none

Additional info:
This is not really a violation of SCL goals (no override of base), as default postgresql-devel don't provides the libpq.pc

After evaluating this issue, there are no plans to address it further or fix it in an upcoming release.  Therefore, it is being closed.  If plans change such that this issue will be fixed in an upcoming release, then the bug can be reopened.
