Description of problem: Any package requiring pkgconfig(libpq) will pull one of the SCL and get an unusable environment (libpq.pc is NOT in the path Steps to Reproduce: 1. repoquery --whatprovides 'pkgconfig(libpq)' Actual results: rh-postgresql94-postgresql-devel-0:9.4.14-2.el7.x86_64 rh-postgresql95-postgresql-devel-0:9.5.14-1.el7.x86_64 rh-postgresql96-postgresql-devel-0:9.6.10-1.el7.x86_64 rh-postgresql10-postgresql-devel-0:10.6-1.el7.x86_64 Expected results: none Additional info: This is not really a violation of SCL goals (no override of base), as default postgresql-devel don't provides the libpq.pc
