python-ngram fails to build due to dependency on python2-sphinx.

python2-sphinx is no more, see https://fedoraproject.org/wiki/Changes/Sphinx2

Thi is blocking the rebuild for Python 3.8, see https://fedoraproject.org/wiki/Changes/Python3.8
