It drops support for Python 2. As part of Finalizing Fedora's Switch to Python 3, we update python-sphinx to 2.0.x and we drop python2-sphinx and related packages from Fedora 31 and further.

I should now probably rebuild all the new sphinxcontrib packages with tests enabled. But since I'll bootstrap this again for Python 3.8, I've decided not to. They all pass tests in local mock.
This was done from Sphinx perspective.
This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle. Changing version to 31.
