octave-dicom failed to build from source in Fedora rawhide/f31

https://koji.fedoraproject.org/koji/taskinfo?taskID=36636529

For details on the mass rebuild see:

https://fedoraproject.org/wiki/Fedora_31_Mass_Rebuild
Please fix octave-dicom at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
octave-dicom will be orphaned. Before branching of Fedora 32,
octave-dicom will be retired, if it still fails to build.

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to 31.

Comment 5 Ankur Sinha (FranciscoD) 2019-09-21 11:39:14 UTC
Igor, could you please give the neuro-sig commit rights on this package too? I'll rebuild it and push an update with the gdcm etc packages.

Comment 6 Igor Raits 2019-09-21 11:41:05 UTC
Done. neuro-sig is committer, you are an admin.

Comment 7 Ankur Sinha (FranciscoD) 2019-09-21 11:44:30 UTC
Thanks very much, working on this now.

Comment 8 Ankur Sinha (FranciscoD) 2019-09-21 12:24:08 UTC
It cannot find the gdcm headers, which are installed in /usr/include/gdcm/.

Orion, would you know how we can get it to look at the right paths please?

Comment 9 Igor Raits 2019-09-21 13:23:48 UTC
I think there might be some problem with pkg-config or cmake files in GDCM.

Comment 10 Ankur Sinha (FranciscoD) 2019-09-21 13:29:37 UTC
Yeh, I'll have a look. I've managed to fix this build in the meantime. Builds running now.
