Description of problem:
$ rpm -qplv python2-scons-3.0.5-3.fc31.noarch.rpm

Version-Release number of selected component (if applicable):
scons-3.0.5-3.fc31

Not sure if there's a scons executable with the python2 subpackage. Please advise.

Sorry for this packaging error; please, use the build 'scons-3.0.5-4.fc31'.

'python2-scons' does not longer provide a 'scons' command on Fedora 31+. Use 'scons-2' instead.

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to 31.
