Description of problem:
When reserving some HugePages e.g. for OvS, using OvsDpdkSocketMemory, Nova also need to be made aware of this. This is described in the following kbases:

It feel that forcing the user to specify the same value twice is a bit daft. If OvsDpdkSocketMemory requires the accompanying nova setting in order not to cause havoc further down the line, it should set nova::compute::reserved_huge_pages: itself
