Example: I have a 10gb disk consisting of a single raw volume. The SD is 30gb. I have 6gb free space in the SD. The target SD has 200gb free, A move or copy of that disk to the target SD will fail with "ACTION_TYPE_FAILED_DISK_SPACE_LOW_ON_STORAGE_DOMAIN,$storageName <source SD>". This is a warning, not an error though. All the threshold variables (warning_low_space_indicator, critical_space_action_blocker, warning_low_confirmed_space_indicator) make no difference. I even set them all to 1. If I move/copy a 5gb disk, it works. If I move/copy two 5gb disks at the same time, it works.
