Description of problem:

If I try to move or copy a disk from one SD to another and the amount of free space in the source SD is less than the size of the disk in question, the operation is blocked.

The engine log reports a warning;

  ACTION_TYPE_FAILED_DISK_SPACE_LOW_ON_STORAGE_DOMAIN,$storageName <source SD>

Steps to Reproduce:
1. Create disk of size Ngb
2. Set up the SD to have less than Ngb
3. Move or Copy the disk to another SD that has enough space

Example: 

I have a 10gb disk consisting of a single raw volume. The SD is 30gb. I have 6gb free space in the SD. The target SD has 200gb free, A move or copy of that disk to the target SD will fail with "ACTION_TYPE_FAILED_DISK_SPACE_LOW_ON_STORAGE_DOMAIN,$storageName <source SD>".  This is a warning, not an error though. All the threshold variables (warning_low_space_indicator, critical_space_action_blocker, warning_low_confirmed_space_indicator) make no difference. I even set them all to 1.

If I move/copy a 5gb disk, it works. If I move/copy two 5gb disks at the same time, it works.
