I think we just need to add that and kill the %{_sysconfdir}/bash_completion.d fallback.

(Similarly in the python3 part here: https://src.fedoraproject.org/fork/pviktori/rpms/python-pip/c/a0ac853b8c1f4a73424169ce3fcb71cb943506fc ) This also fixes the "Package owns /etc" problem. I removed the manual dependency on python2-setuptools. I don't really care about stray shebangs in non-executable files. These files shouldn't be executed; the upstreams are free to add whatever comment they want on the first line. (Do you think this attitude is wrong?) Package approved.
