Description:
pip is a package management system used to install and manage software packages
written in Python. Many packages can be found in the Python Package Index
(PyPI). pip is a recursive acronym that can stand for either "Pip Installs
Packages" or "Pip Installs Python".

This is pip for legacy Python.

I've read up on bash completion, and corrected/simplified the spec there.
(Similarly in the python3 part here: https://src.fedoraproject.org/fork/pviktori/rpms/python-pip/c/a0ac853b8c1f4a73424169ce3fcb71cb943506fc )
This also fixes the "Package owns /etc" problem.


I removed the manual dependency on python2-setuptools.


I don't really care about stray shebangs in non-executable files. These files shouldn't be executed; the upstreams are free to add whatever comment they want on the first line.
(Do you think this attitude is wrong?)

When you build this, please don't only coordinate with https://src.fedoraproject.org/rpms/python-pip/pull-request/40 but also https://src.fedoraproject.org/rpms/python-rpm-macros/pull-request/29
