Additional info:
This may be related to bug 1572156 but my guess is that the 5.9.7 refers to the version of qt5-qtbase available in redhat-8.  This is only a guess as I don't have access to a redhat-8 repo to check

It is the same as #1747823
Rhel 7.7 includes the newer qt5-qtbase
