Description of problem:

The Node Feature Discovery operator (cluster-nfd-operator-container build) does not appear in the redhat-operators-art or redhat-operators-stage registries.   Installation from OperatorHub testing is blocked on this.


Version-Release number of selected component (if applicable): cluster-nfd-operator-container-v4.2.0-201909111102


How reproducible: Always


Steps to Reproduce: 
1. Create an OperatorSource that uses the redhat-operators-art or redhat-operators-stage registries  (will add link to instructions in private comment)
2. Go to OperatorHub in the UI


Actual results:

Node Feature Discovery install not available in OperatorHub.  Other 3rd level operators built by ART are there.

Expected results:

Node Feature Discovery operator available.
