This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

DNF-PLUGINS-CORE are core plugins for DNF package manager and are tightly bound with DNF, LIBDNF and LIBREPO. After the last release, there are many changes in code that require changes in other components, but not all relationships could be easily identified. With backporting only particular features, DNF team cannot ensure 100% functionality and there is a high risk of problems in the stability or incomplete functionality.

Please consider updating RHEL8 to dnf-plugins-core >= 4.0.12 to restore the post-transaction-actions plugin that was lost after RHEL7. See bug 967264.
