This test is one of e2e-azure's main flakes.

BZ 1741532 says that it was fixed/verified but we are still seeing this, so opening this bug to ensure this is fixed for azure ci runs

In the past two days since the fix merged (https://bugzilla.redhat.com/show_bug.cgi?id=1765177) I'm no longer seeing evidence of any of the flakes associated with this bug.

I recommend we declare this fixed and open new bugs as necessary.

didn't see the issue since release-openshift-ocp-installer-e2e-azure-4.3 #236, so moving to verified
