This test is one of e2e-azure's main flakes.

BZ 1741532 says that it was fixed/verified but we are still seeing this, so opening this bug to ensure this is fixed for azure ci runs

didn't see the issue since release-openshift-ocp-installer-e2e-azure-4.3 #236, so moving to verified
