Description of problem:
When installing rawhide in Japanese, one doesn't currently get Japanese
support by default, unless one specifically selects it in the Language
Support package section.

How reproducible:
every time

Steps to Reproduce:
1. install FC development in Japanese
  
Actual results:
Japanese language support not selected by default.

Expected results:
Japanese language support selected by default.

Additional info:
Of course the same is true for Chinese, Korean, Indic, etc.

Still exist in the latest rawhide, anaconda-10.90.23-1.
