Description of problem:
  Telnet session closed when execute "init 3" in RHEL7.8 guest.

Steps to Reproduce:
1.Start guest with qemu cmds:

2. Telnet to guest, execute "init 3" in guest.
   #ssh root.147.161
    [root@openshift-161 ~]# init 3

Actual results:
 After step2, telnet session to guest was closed.

Expected results:
 Telnet session to guest should keep alive after step2.

Additional info:
  Test with RHEL8.1 guest, telnet session still keep alive after step2.
  Test with RHEL7.7 guest, telnet session still keep alive after step2.

Automation case:
 system_powerdown

Tried it with systemd-219-70.el7 in bz1745199, don't hit this issue any more.

Update with package:
