libzstd, which is the subpackage rpm actually depends on, is in BaseOS. The zstd package itself can live in AppStream. Changing the content location at this point seems risky and doesn't actually solve a real problem. Thanks Josh for clarification. Everything seems to be correct. Moving to VERIFIED.
