The actual zstd package is in the AppStream repository (RHEL-8.2.0-Snapshot-2.1 -> RHEL-8.2.0-20200227.0). According to description it should be in BaseOS. Moving back to ASSIGNED.

libzstd, which is the subpackage rpm actually depends on, is in BaseOS.  The zstd package itself can live in AppStream.  Changing the content location at this point seems risky and doesn't actually solve a real problem.
